Please bear in mind Player One wasn't a very good magazine for japanese related subjects, . I wouldn't say they are wrong but they probably aren't the best source for Virtua Fighter 3.
It says an expansion cart (which seems similar to the expansion pack of the N64) was planned in order to upgrade the graphics of the game. The game would have worked with or without this cart and would have automatically detected the presence of the cart.
It also says Sega touring cart would have used this same cart.
