Yes, you can use Atlas to make your own boot disc. Very detailed information about this is inside ATLAS.TXT which can be found in folder 'readme' or on the disc itself.
Note that very few games (like outrun) don't work with the demo demo loader mechanism in general.
Basically, for each game you create a folder on the Atlas disc called "GAMENAME". In that folder goes the complete content of the original game CD. Next you place the IP.BIN file on disc, called "GAMENAME.IPI". The IP.BIN is about 4kB and is located at the start of the CD. To extract it, you need a tool like IsoBuster.

To create an ISO, you'll need:

To build your ISO, you'll also need the IP.BIN from The Rockin'-B All Stars CD, which can be extracted the same way.
Atlas allows to add even more files to polish things up, but you don't need to.
