So I guess that just like Scramble Training, MJ was originally supposed to participate as the ride "host" in Megalopolis too.
Although the mag probably reported wrong, it wasn't intended do be shown as a game in dev. for the 32X.. I think it was only a tech-demo, showcasing the video reproduction capabilities of the console - and what better way to do that than using Sega's own(stunning at the time, lol) CGs from their amusement park rides to grab some attention?! ;)
Interesting enough, an Brazilian mag(Super Game) also speculated on the possibility of AS-1's Scramble Training being released for the Saturn, when the console was unveiled:
*Super Game used to take some of their reports from GamePro, btw. So they may have something talking about this in it also.

Game mags were quite naive at that time. It would be quite impossible to reproduce the experience of an simulator like AS-1 on a home console.. unless the game came bundled with the sim itself, lol.
